Non-Player Characters (more known as NPCs) are officials that act as placeholders or as a replacement of an elected official, they are only used within major positions in the government (President, Vice President, U.S. Representative, U.S. Senator, Governor).

In congress, NPCs are always guaranteed votes for their party or caucus, so they will always vote along with the party leadership in the corresponding chamber of congress, in the case of independents they vote along with the caucus leadership of the previous member while third party NPCs will either vote along with other member of the third party or the caucus leadership of the previous member.

As governors, they do not get involved in any action other than appointment or amendment votes, in the case of needing an appointment of the Senate, it will just comply with whoever the local party leadership (or in its defect the national party leadership) decides to appoint, essentially giving to them the decision, and in the case of amendment votes they will just comply with the local party leadership (or in its defect the national party leadership).

History[]

Original idea[]

The original intention by Ryan Gest was that NPCs were only used as placeholders for Senate and Presidential elections to keep a cycle environment from the start, meaning that after the 2026 elections were done there would in theory be no more NPCs, since it was assumed every single member elected would hold on to their positions from start to end.

The reform[]

The reform started when close to the 2024 elections, Fred Minion and Phil Reed changed parties from Republican to Democratic, to make the "Current Government Makeup" section accurate both members asked the admin team to have their party affiliations updated, this trigered a need to get that section updated to date, and between those things needed to update there was a resignment from Brandon Tucker, who resigned after pressure from colleagues due to his alt scandal.

Originally, the congress passed a law that gave the power of appointments for Senators and Representatives to the governors, with U.S. Representative Kimberly Edwards being appointed under this term, however, this was later overturned by Ryan Gest, who thought it would be best to just leave the vacancy in charge of a NPC Democrat, which is what was done, later the same would be done with Chris Sola-Martinez when he resigned his position after an alt scandal, but this time by a NPC Republican to fit the party label.

After this, it was established that NPCs would be used to automatically fill vacancies left by other members, effectively establishing the precedent.

Appointment[]

After the 2024 elections and the departure of Ryan Gest, multiple appointment mechanisms were approved, making it more difficult to ever see a NPC takeover for a long time over an elected position, however, due to a shortage of members, some positions can still be seen with NPC members as a result of a vacancy, with a vacancy of the Governor of Yellowstone in 2025 after John Kennedy was suspended and a vacancy of Cascade's 3rd district after the incumbent was appointed in the Senate, both remaining vacant and as a result being replaced with NPCs.
